Component 5: Capacity building for strengthening implementation of ABS provisions of the Biological Diversity Act


Activities:

  1. Organize trainings on negotiation skills
  2. Organize national level trainings on linking the potential value of economics with ABS agreements
  3. Organize training programs for BMCs on ABS issues
  4. Organize orientation workshops for different Ministeries
  5. Develop an online curriculum on ABS issues
  6. workshops on ABS provisions for private sector, media, IPR professionals and staff of NBA, SBBs and BMCs.
Outputs:
1)
PMU organized 5 capacity building workshops in all the project implementing states to create an awareness about the BD Act and its ABS provisions.
2 )
PMU attended the Capacity-building workshop on ABS organized by CBD on 30th June to 1st July 2012, at New Delhi.
3 )
Conducted ABS retreat for the benefit of the NBA staff to provide necessary inputs for processing the ABS applications.
4 )
Capacity building workshop was organised for the SPUs and provided necessary technical and administrative details for the implementation of the project.

To guide the SPU, an operational Manual was prepared which included information on the organization structure, roles and responsibilities, financial issues and procurement policies, personnel and Human Resource policies and service rule conditions.

Dr. Geff Burton, Senior Fellow, UNU-IAS visited NBA during 9th – 11th July, 2012 and supported in developing a detail road map / work plan to implement the project in the 5 states. During the discussion on valuing the bioresources, Dr. Burton suggested to value the product of the bioresources rather than valuing the ecosystem services. He also guided the project team to develop a value chain model of the BR which should include traditional and indigenous value, current value, market value, value addition at different stages of production.

The Eleventh meeting of the Conference of the Parties to the Convention on Biological Diversity was held in Hyderabad, India from 18th - 20th October 2012. During the CoP-11, a side event was organised by the UNEP-GEF ABS team on “Sharing India’s experiences on ABS”. The discussion was facilitated by Mr. Ishwar C. Poojar, Project Manager, ABS project and it was Chaired by the Chairman, NBA. Many national and international delegates took part in the deliberations and shared their views on ABS.

Also during CoP-11, a publication on ‘Community based Experiences on Access and Benefit Sharing’ was released. The publication prepared to create awareness, based on India’s experiences at local level on current interventions to operationalize the access and benefit sharing arrangements that are innovative and based on enterprise development models . The UNEP - GEF team members participated in various side events.
